feat: инициализация проекта с React 19 и TypeScript 5

- Создан package.json со всеми зависимостями
- Добавлены npm скрипты для разработки и сборки
- Создана базовая структура: src/, public/
- Настроен .gitignore (игнорирование папок с точкой)
- Добавлен базовый React компонент с TypeScript
